Universal Bibliographic Control (UBC) is a programme of the International Federation of Library Associations too Institutions (IFLA) to encourage national libraries, or groups of libraries, to found methods of recording their national publications inwards a criterion format launched inwards 1974. The IFLA Universal Bibliographic Control is unopen on 1st March 2003.
