Luther Harris Evans

Luther Harris Evans (13 Oct 1902 – 23 Dec 1981) was an American political scientist who served equally the 10th Librarian of the U.S.A. Congress. Evans's colleague, Assistant Librarian Verner W. Clapp, asserted that Evans invented the phrase "bibliographical control," in addition to his opened upwards management fashion was a positive contribution.
